4          Operation of the Open Framework Agreement
 

4.1        Following the evaluation of tender submission and the ESPD document the successful Provider(s) will be awarded onto the lot(s) of the Framework;

 
4.2        Lots will be ranked based on the Most Economically Advantageous Tender with 30% of the overall evaluation score given to quality and 70% of the overall evaluation score given to price (quality: price ratio).
 
4.3       The technical (quality) evaluation criteria and related questions for entry onto this Open Framework Agreement are detailed in the Tender Submission and the evaluation criteria is provided in Appendix 2 of this document. 
 
4.4       Lot rankings, tender submissions, including all responses to questions and pricing schedules will be provided to schools with the Council district.
 
4.5        Admission to the Open Framework Agreement will not guarantee some or any work and the Open Framework Agreement will be used at the sole discretion of the Council.
 
4.6        Two types of call-off methodology will be used by the Council, in awarding business through the Open Framework Agreement; Direct Award or Mini Competition.
